Why won't my dirtbike start?

I have a 99 ktm 65 sx and have had some trouble with it. It sat for a while so I drained all the gas and cleaned the carb and got a new plug. Today I put gas back in it and put everything back together and it still won't start. I just kick and kick and nothing happens. Do I need. New top end
