Can you only become pregnant after your period?

I haven't got my periods yet.. and im young.. but my friend is like all freaked out for some reason and she's just wondering... 'can u have a baby When u have sx with your clothes on.... or do u need your clothes off' (i couldnt answer.. this question.. i was too grossed out) anyway so can u guys answer those 2 questions.. thanks :)
