Need Help with a Red Dress(make up & accessories)?

My 21st birthday is coming soon and I am planning to wear a hot red dress that isn't slutty or skimpy but looks sexy i want to show some leg not all of it and it will most likely not be strapless (I would provide the picture but I haven't bought it yet) I have brown tanned skin & brown eyes so i don't know what kind of make up to do I was thinking maybe gold/brown eyeshadow or smokey eye eyeshadow for lips maybe red or nude depending what eyeshadow and for pumps nude or gold....any suggestions would truly help I want to look like a sultry classic latin woman...
